CITIZEN OF THE YEAR MARTIN STOERNER AND FIREMAN OF THE YEAR JOE MARKS

Stoerner Named Citizen of the Year

The Lockney Chamber of Commerce honored Martin Stoerner, Saturday night, as the Citizen of the Year .

The Chamber also recognized Joe Marks as Fireman of the Year.

Matt Williams presented the surprised Stoerner with the traveling trophy and praised Stoerner for his work with the youth.

"He sees children as the future leaders of our communities," said Williams.

Williams told the audience that Stoerner has been involved in leadership functions of Boy Scouts and has been instrumental in community and UIL athletic programs, and the local FFA chapter.

Stoerner is a past recipient of the Honorary Chapter Farmer Degree.

He is a lifetime member of the American Angus Association and has served in leadership roles on several area agricultural boards such as Farm Bureau, Floyd County Stock Show Association and Plains Cotton Growers.

Stoerner, and his family, have sponsored a boy to attend American Legion Boys State for the past 13 years.

He has served on the Trinity Lutheran Church Council for over 20 years and is the current president, and charter member, of Floyd County Friends.

Stoerner has been married to his wife, Robin, for 26 years. They have two sons, Heath, and Justin.

Chamber President Preston Belt reviewed the past year and the work of the chamber. "We had a very successful Old Fashioned Saturday," said Belt. "We didn't have our local stock show this year, but chose to donate the money we would have used to the Lockney Businessmen and Farmers and to the Rabbit Show.

"The Chamber maintained the Christmas decorations and put them up and also maintained an internet site.

"For the first year we gave money to the farmer who brought in the first bale of cotton, and we sponsored a sports radio broadcast."

Caitlann Wiley provided the musical entertainment for the evening. A 6th grader at Lockney Junior High School, the very talented Caitlann is the daughter of Melody and J.H. Lane, and a member of Cactus Kids.

Steve McLean, pastor of W. College and 3rd Church of Christ, was the guest speaker. McLean entertained the crowd with the humorous stories of 'Ol Man Lister in the small town of "Ponder Point". McLean said the characters in his imaginary town of Ponder Point were very much like the characters in a small town like Lockney.

McLean's 'Ol Man Lister always had a wise answer to life's problems and a suggestion for how to lead a better life.

"He is called 'Ol Man Lister because he is 'old', and well---no one knows his first name," said McLean.

Retiring Chamber President Preston Belt turned the gavel over to incoming president, Sharon Hunt.

Other returning directors are: Phillip Golden, Abel Luna, Rosie Rendon, Clint Bigham, Boyd Jackson, Lindan Morris, and Matt Williams.

New directors will be: Lori Caballero, Neely Landrum, and Henry Segovia. Honorary directors are: Claude Brown and J.D. Copeland.

Members and guests celebrated the dedication of Floydada's First Baptist Church, March 9, three days short of the 3rd anniversary of the fire that destroyed the Sunday School building and damaged the sanctuary.

An estimated 600 people crowded into the sanctuary to praise and thank God for the new building which is now officially opened for Sunday School classes and fellowship. Former members and staff members were also in attendance.

FBC Pastor Anthony Sisemore encouraged his congregation to look to the future. Time and energy have been poured into the reconstruction of the church building, and now members are being motivated to pour their time and energy into community evangelism.

Guest speakers, Dr. Travis Hart, pastor of First Baptist Church in Plainview and David Seay, editor and chief of Mature Living magazine, also encouraged the members to "witness" and "include" people in the community.

Mateo Rendon, of the Baptist General Convention of Texas, gave the church special recognition from Executive Director Charles Wade.

Members of the church have been meeting for Sunday School and fellowship in various locations around town since the devastating fire in 2000. Rev. Sisemore is excited about the church being able to come back together and fellowship. "It is difficult to be separated," said Sisemore. "It will be good to be able to fellowship together again."

Fellowship will be a lot easier now inside the church's new "fellowship center" which also doubles as a gymnasium. The "center" will seat 396.

Wide hallways now connect the worship center with the "education and administrative complex". An elevator takes you to a basement and 15 classrooms.

Fourteen classrooms and a large and secure nursery are upstairs with the library, chapel and parlor, a large commercial kitchen, offices, conference rooms, pastor's office and study, and reception area.

The beautiful library currently holds 7,000 books and has the capabilities to expand to a 10,000 volume library.

The library is open to the public from 8:30 a.m. - 5:00 p.m., Monday through Friday.

The Parlor/Chapel, with beautiful stained glass windows, will be used for small weddings, small funerals, anniversary celebrations, birthdays, showers, etc.

The new addition is 40,000 square feet of space. Although this is smaller, compared to the space the church used to have, the appearance is of a much larger church. "The space is much more efficient and usable," said Sisemore.


Member Cities of Mackenzie Water Authority Call for Tough Cuts

The governmental bodies of Floydada, Lockney, Tulia, and Silverton, have joined together to insist on tough reorganization in the Mackenzie Water Authority-including the resignation of the Authority's General Manager, Tom Davey.

With the cost of operations climbing and water allotments dropping, the cities have voted individually to call for significant cuts in operational costs.

Each city is represented by two board members, who are part of the Mackenzie Water Authority Board. Lockney is represented by Robert McDonald and Kenneth Tate. Floydada is represented by Jeffrey Johnson and Gary Carthel.

Floydada City Council met March 6, and Lockney Council met March 10 to approve issues they want their board representatives to present to the Mackenzie Water Authority management.

Thirteen issues have been agreed upon by the member cities and will be discussed at the April Water Authority Board meeting.

The requests made will be:

(1) The resignation of General Manager Tom Davey.

(2) Hospitalization Insurance be limited to Employee only--no dependent coverage.

(3) Van Breedlove be asked to accept the General Managers position in the Operations and Maintenance Department, but that his job description as Plant Supervisor and Maintenance Supervisor be kept in place. The Manager salary will be reduced from $45,000 to $35,000.

(4) Restrictions on water usage by the Cities be removed.

(5) All salary increases put in place beginning in the current budget year of 2002/2003 be rolled back to the 2001/2002 budget year.

(6) That a new Personnel Policy be adopted. Christmas bonuses be set at $200 per year. Holiday pay will be at time and a half.

(7) Budget cuts suggested by Business Manager be kept in place and refunded to the Cities.

(8) Before any future budgets are passed that they be presented to each City Council by their respective Mackenzie Board members, at least 30 days prior to the passing of said budget.

(9) The employee in charge of Recreation be license to work in Water Supply to fill in as needed under the direction of the Plant Supervisor

(10) Only schooling and licensing that is required by law to hold a position, will be compensated by the Mackenzie Water Authority. Any other type of Schooling desired will be on the employee's time and expense.

(11) Excessive personal use of company vehicles is strongly discouraged.

The Cities also requested that as of October 1, 2003, two employee positions in Water Supply Department be eliminated, and all salaries be reduced by 20%--but not to fall below a base salary of $25,000 (not including the General Manager).

"The cities agree that it would be better to not shut down the plant completely--if we can get the costs significantly cut down," said Lockney Mayor Roger Stapp.

Lockney pays 16.28%--or $181,000, of the total Water Authority Costs per year.

Floydada pays 31.75%, which is approximately $360,000 per year.

Tulia picks up 42.95% and Silverton pays 9.02%.

One of the concerns from the member cities has been Silvertons lack of alternate water supply.

When the cities were discussing the future of the Authority a study was implemented to see if the current water lines could be used to pump water from the other member cities to Silverton.

"Silverton can't get by without outside water," said Floydada City Manager Gary Brown. "But, Tulia has said they can sell water cheaper to Silverton than Mackenzie is selling it to them now."

"We all feel the Authority can be run more efficiently," said Stapp. "There are 8 full time employees there now--with a total salary and benefit package of $432,000 a year.

"We have studied the extensively and we believe only 3 employees are needed to pump 1 million gallons a day-which is what we will be getting.

"We have no desire to see the lake dry up--our plan would help the lake last longer by pumping only 1 million gallons a day," said Stapp.

"The expenses have to be cut back to make it feasible for us to pay for it," said Brown.

When asked why the cities would want to have restrictions on water usage removed, Brown said, "The cities decided to see if the lake would continue to have a constant level of water or if the water level would decline. There is a certain amount of evaporation going to happen and the cities might as well use the water as see it evaporate. The more water the cities use the cheaper the cost per thousand gallons of water used."

"We can't make our board representatives vote this way," said Stapp. "However our position is very strong and it is our intention that the board members support us in the 13 requests we have made."

"These are drastic suggestions but our citizens cannot be asked to pay more for less," said Brown.


Tumbleweed Smith Speaking at Floydada Chamber Banquet

Broadcaster and humorist, Tumbleweed Smith, will be the guest speaker at the Floydada Chamber of Commerce Banquet, March 24th.

The Banquet will be held at the Unity Center and will honor the Citizen of the Year, Employer of the Year, Extra Mile Award, and Volunteer of the Year.

Door prizes will be given at the banquet and will include a free trip, sponsored by KFLP, 3 piece luggage set, and a bar-b-que grill.

Tickets are $12.50 for adults and $8.50 for children under 8. Tickets are available at the chamber office and Script, or any board member.

The meal will include a rib eye steak, baked potatoes, green beans and corn. The banquet will start at 6:30 p.m.


Floyd County Friends Gala Set for March 29th

The Floyd County Friends Gala will be held March 29th, 6:00 p.m. at the Unity Center in Muncy.

The Gala is the chief fundraiser for the upkeep of the Unity Center.

The theme for this year's Gala is "Heaven on Earth". Entertainment will be the "Singing Women of West Texas".

Tickets are $30.00 and can be bought at Nick Long Insurance, D & J Gin, or any board member.

Highlights of the gala will include: a $1,000 cash giveaway, sponsored by FNB Floydada, and a big screen T.V. raffle.

Filet Mignon will be served courtesy of Caprock Industries. All the trimmings will be courtesy of Lowe's Supermarket.

The Floyd County 4-H'ers will serve the meal.


PAYNE'S FAMILY PHARMACY GETTING OLD TIME MURAL--Money from last year's Farmer's Market (sponsored by the Floydada Chamber of Commerce) is being put to use painting an old time mural on the side of Payne's Pharmacy n downtown Floydada.

Obituaries

DR. MACK C. FUQUA

A memorial service was held for Dr. Mack C. Fuqua, 81, of Reklaw, Texas at 10:00 a.m. Wednesday, March 12, 2003 at Crawford-A.Crim Funeral Home Chapel in Henderson.

A private graveside service and interment of his cremated remains were held in the Floydada Cemetery under the direction of Abilene Funeral Home, Fuqua-Cisneros Funeral Directors of Abilene.

He died Saturday, March 8, 2003 at his residence.

Dr. Fuqua was born in Hamilton then moved his family to Floydada where he graduated from high school. During World War II, Dr. Fuqua served as an Air Force mechanic stationed in Biloxi, Mississippi. After the war he graduated with a Bachelor of Science degree from West Texas State. He went on to graduate from Texas Tech University with a Master of Science and then received his Doctor of Philosophy from Texas A&M University.

His research station tenure included Texas A&M Research and Extension Center in Lubbock, Overton and the Texas A&M Vegetable Research Center in Munday, with his focus on horticulture and genetics with a special emphasis on hybridization of various food crops including seedless watermelons, tomatoes, beans, grapes and others.

Dr. Fuqua was a pioneer in the development of the seedless watermelon and the design of the Texas A&M University Joy 1 tomato. He published in several scholarly journals in his field.

In 1981, Dr. Fuqua joined Texas A&M University's International Programs Division for a special project in Port au Prince, Haiti, working in conjunction with a research team from Texas A&M University and the United States Agency for International Development (AID) and the Haitian Ministry of Agriculture. He worked with their organizations to strengthen Haiti's capacity to conduct research in traditional Haitian crops and to develop a capacity to deliver the positive results of agricultural research to the Haitian peasants. He lived and worked in Haiti until 1986, returning to Texas and retirement.

Dr. Fuqua was preceded in death by his parents, McDonner and Hattie Fuqua; three brothers, Floyd F. Fuqua, Truman (Dimp) Fuqua and Van Fuqua; three sisters, Amelia Ashton, Grace Dunn and Dorothea Hunter.

Survivors include a daughter, Dr. Joy Van Fuqua of New Orleans, Louisiana; three sisters, Armalee Fuqua Scott of Houston, Sharon Fuqua Fowler of Davenport, Iowa and Estelle Fuqua Scheibel of Dallas; and numerous nieces and nephews.


HENRY LEE HARDEN

Funeral services for Henry Lee Harden, 65, of Kenefick will be held at 11:00 a.m. Friday, March 14, 2003 in Bogata United Methodist Church. Jeff Julian of Trinity Baptist Church of Mt. Pleasant will officiate.

Burial will be in Bogata Cemetery under the direction of Wood Funeral Home of Bogata.

Mr. Harden died Saturday, March 8, 2003 at his residence.

He was born November 8, 1937 in Red River County to the late Robert McGill Harden and Una Armstrong Harden. He was the grandson of Robert Lee and Mattie Harden and Jake and Maggie Thornton Armstrong.

He married the former Patsy Jackson on October 18, 1980.

He served in the U.S. Navy. He was a former resident of Gilmer, Houston and of Texarkana and a resident of Kenefick area for the past 20 years.

He was a retired supervisor for Industrial Security Services in Houston and the Texas Department of Public Safety with 20 years service to both. He was the youngest Texas DPS Sergeant, a member of the Shrine and Jaycees, a graduate of Lockney High School and DPS Academy where he also instructed.

He was preceded in death by his parents.

Survivors include his wife, Patsy of Kenefick; a daughter Phyllis Nelson and husband, Tom of Laineville; two sons, Terry Harden and wife, Robin of Daingerfield and Larry Harden and wife, Lisa of Chesapeake, Virginia; four sisters, Karen Vanbuskirk, Sara Williams and Fayrene Wallace, all of Mt. Pleasant, Glenda Brasher of Waxahachie and Martha Cloyd of The Colony; one brother, Robert Harden of Sunnyvale and seven grandchildren and numerous nieces and nephews.

The family requests that memorials be made to Liberty County Unit of American Cancer Society, % Candy Rucka, St. Joseph Catholic Church, 804 Cleveland, Dayton, Texas 77538.


RODOLFO TREVINO

Rosary services for Rodolfo Trevino, 7l, of Floydada, were held at 7:00 p.m. Thursday, March 6, 2003 at Moore-Rose-White Memorial Chapel in Floydada. Funeral Mass was held at 3:00 p.m. Friday, March 7, 2003 at St. Mary Magdalen Catholic Church. Father Phillip deFreitas officated.

Burial was in the Floydada Cemetery under the direction of Moore-Rose-White Funeral Home of Floydada.

Trevino died Tuesday, March 4, 2003 at his residence.

He was born on February 28, 1932 in Mexico to the late Fransisco Trevino and Maria Loreto Alcantara. He attended schools in Mexico.

He married Francisca DeLeon on January 30, 1954 in Mexico. He moved to Floydada from South Plains in 1979. He was a farmer and a member of St. Mary Magdalen Catholic Church.

He was preceded in death by two brothers, Tomas Trevino in 2001 and Alberto Trevino in 1998.

Survivors include his wife, Francisca Trevino of Floydada; five sons, Loreto (Lee) Trevino of Plainview, Rodolfo Trevino, Jr. of Corpus Christi, Tomas Trevino, Ramon Trevino and Guadalupe Trevino, all of Floydada; three daughters, Maria Luisa Rea, Yolanda Trevino and Elisabet (Liz) Garza, all of Floydada; two sisters, Maria de Las Angeles Trevino deCortez of Monterrey, Mexico and Romelia Trevino deLopez of Reynosa, Mexico; one brother, Modesto Trevino of Monterrey, Mexico; two step-sisters, Aracely Trevino Maldonado and San Juana Mireya Trevino, both of Monterrey, Mexico; five step-brothers, Mario Secundario Trevino of Monterrey, Mexico, Arnoldo Trevino of Rio Grande City and Jose Fransisco Trevino, Antonio Trevino and Jesus Adrian Trevino, all of Houston; 25 grandchildren and 11 great-grandchildren.
